In order to meet the research needs of the Ministry of Culture and Islamic Guidance, and  respond to the research needs of Iran on cultural, artistic and communication issues, the Research Center for Culture, Arts and Communication started its activities since 1999 with a problem-centered approach, certified by the Ministry of Science, Research and Technology. The establishment of this Research Center was aimed at promoting culture through pursuit of scientific research in the fields of culture, arts and communication. Duties of the research institute are:

• Investigating and identifying the research-cultural needs of the country (Iran)
• Conducting research projects in the fields of culture, arts and communication
• Establishing constructive communication with research institutes and organizations both inside and outside of the country and conducting joint research within the framework of laws and regulations
• Holding national and international conferences in accordance with the rules and regulations
• Collaborating and supporting research-cultural activities and programs of the Culture and Islamic Guidance Administrations
• Taking measures for publishing original works, translations and research findings in written, audio- visual and computerized forms in accordance with the rules and regulations
